I'm an architect, a product manager, and an executive leader — and I've never stopped building. I set the technical vision, own the product, lead the teams, and stay close enough to the code to know it's right. I run Quadratic Digital, the enterprise umbrella behind several ventures: a federal IT and GovCon practice, a payments and recurring-billing platform in Quadratic Financial, and a game studio in Quadratic Studios. Government contracting is one vertical — not the whole company.
My work lives at the unglamorous, high-stakes layer: Medicare claims systems measured in decades of mainframe history, payment rails that can't drop a transaction, access control that has to fail safe. Fifteen-plus years in — a dozen on the mainframe, a decade architecting in the cloud, a decade leading the teams that ship. The overlap is the point: modernization means standing in both systems at once, so I was building in the cloud while the mainframe was still the system of record. I still like problems where "mostly works" isn't an answer.
I'd rather hand you a running proof of concept than a roadmap. The vision, the architecture, and the product strategy behind my ventures are mine — and I see them through to something real, whether it's a Medicare claims engine, a video game, or the Raspberry Pi running my house.
Recent proof: a payments platform in production, clearing real transactions for real businesses. Tarmac Tycoon, taken from concept to the App Store. And in build — a real-time claims-adjudication engine for Quadratic Direct, and infiniti2, a cloud-based access control system running multi-tenant across Raspberry Pi and OSDP v2 readers with a hardware root of trust.

Led the Pricing and Coding Services team for the CMS Medicare Payment System Modernization (MPSM) Program as a Medicare SME. Owned end-to-end integration of PCS features with CMS legacy and modern claims systems, defined the MAC UAT process and release management, and set OKRs and KPIs to measure modernization progress.
Reported to the COO as primary stakeholder liaison for the PA Department of State, Turnpike Commission, and Department of Justice. Led legacy-system analysis and gap assessments to build modernization roadmaps for high-volume environments.
Supported the CMS Premium Stabilization Program, contributing to CCIIO RADV implementation. Gathered and prioritized product vision from stakeholders and managed sprints against delivery timelines.
SME on Coordination of Benefits, Benefit Recovery, and Recovery Management for the Medicare Secondary Payer Systems Contract. Served as Testing Lead on the AWS Cloud Enterprise Migration, building test plans and proving out the move to modern cloud architecture.

Supported the Fiscal Intermediary Standard System (FISS) for Medicare Part A claims, with deep knowledge of the Change Request lifecycle and Shared System Maintainer support during MAC contract transitions.
Supported implementation of the HITECH EHR Incentive Program and National Level Repository (NLR). Drafted and maintained all seven HITECH requirements volumes and the interface control documents, ran Joint Application Development sessions with CMS business owners to elicit requirements, served as primary point of contact for the NLR testing contractor, and co-authored the CMS Requirements Writer’s Guide for the eXpedited Life Cycle.
Process analyst for production support scripts and processes on the HITECH Business Operations Support Contract.
Drafted and executed beta tests for the Medicare Beneficiary Database Suite of Systems (MBDSS). Served as project coordinator and as the team’s CMMI focus-area SME.
Drafted and executed user acceptance tests in the Fiscal Intermediary Standard System (FISS) for regression and new Change Requests on the MAC J1 UAT Testing Contract, and maintained the UAT test environment.
